''We have increased Medicaid funding for poor women and infants, and have implemented educational outreach programs on prenatal care, neonatal care and parenting that help people be better parents. "North Carolina has programs that can help women, including those without health insurance, to get the right health advice and care," Gov. Mike Easley said.
